As early as the 1980s, UNESCO members formulated the idea of an international network of technical universities aimed at internationalizing efforts to train highly qualified specialists in the field of high technologies, providing accessible and continuous technological education, and strengthening interaction between higher educational institutions. The objective necessity of creating such a network was dictated by the enormous rates of scientific and technological progress and the globalization of the impact of its results, which significantly increased the responsibility of technical specialists for using their knowledge for the benefit of society and the consequences of possible man-made disasters. For the development of curricula it was decided to attract the best educational institutions around the world and to use modern technologies that make the transfer of knowledge cheaper.
